Currently one with a poorly modeled coat and arms, but sort of yes

Nuclear Winter is a Soviet Supervillain who was frozen with liquid nitrogen after being hit by Energy X - making him take on the properties of ice and become incredibly radioactive .

I like the fact frost isn't reserved only for magic medieval fantasy settings, reminds me of the duke nukem freezer too
