Honestly it's mainly an aesthetic thing, made worse because the Skaven team is gonna use poison gas and these guys won't enjoy any protection. I'm gonna handwave it by saying it's a mask to protect them from the smoke of their firebombs and the skaven gas goes through skin or something. I might try to include some silly cinematic moment where they get gassed and say "my eyes, the goggles do nothing".
There are zombies but the zombies are a demonic thing rather than a disease thing, something like they join a cult and look upon an artifact. Most become zombies, some become exalted and gain power.

These rats could get trickly ingenious devising a gas which also corrodes material, just enough so that there would be pores in those masks before it poisons the unsuspecting humans.
