Yep, he fills the slot of Militia on my map. You can call out 5 for free every 5 minutes from any capital city.

@HerrDave IS he nation specific or international? Because I cant really picture Russian/Soviet Partisans running around with top hats..

I'm having trouble making a commoner unit, all the concept art in the world doesn't help if I can't-- well-- "get it right" for lack of a better word.

I think the hat and moustache could be just quickly changed in different variations if they are making a problem.
But i'd like to see it keeped in the main version.
