When I export the model under File --> Export, the vertices are not attached to the bones. Can somebody tell me why? The settings are shown in a series of pictures.
oh you are using mdlvis editor, this is an easy fix, simply select vertexes a few at a time and attach them to the bones you think they should be attached too -- this is easy to do when you start from the bottom/outside and go up/inward, such as the legs pointy tips or the wings.

the wings ends for example would be attached to the wing bones and the base of the wings would be attached to one of those bones in the center that look darker green.

its easy because all you need to do to know its done right is play animations after attaching things, but remember to save before and after every attachment attempt, as mdlvis editor has a bug that can cause it to close its self upon attachment.

it also has a tendency to make bad keyframes which cause wc3 to crash, so every 50 or 100 versions you should import/test ingame to make sure the files not immediately crashing wc3. if it does, start importing older and older versions one at a time while removing or deleting the ones that cause the issue to find out which one went wrong.

over time once the attachment process is finished you should have a finished product -- this looks promising well done.

and yes you can salvage this its just gona take some time to attach things. if you dont know how to attach vertexes, to bones, first go to the vertex modifier field and turn on the geosets checkmark boxes to reveal the blue points that turn red upon selection, then swap to the bones modifier field and left click a bone you wish to work with, then left click drag select the points you want to attach to your currently selected bone, once the bone and vertexes are both selected, click the button on the right panel called ''Attach Vertices To Bone (C)'' you can also press the letter ''c''

the result should be a stomach churning lunge of your mesh downwards to fit where it belongs in relation to the bones.
