I guess Redscar could've been made out of... well, traders as he said himself. It seems as if he has mostly orc units, so I guess they could be the ones who had broken free from the hippifying. Humans... Trolmanians who were sick of being trolmanians? Hey! Southsea! They could be the Southsea Pirates!

The Redscar Isles are close to the Maelstrom right? All the races could be people lost at sea due to the huge waves there. Those stranded on Redscar Isles, which they made their home. Horde and Alliance-members saw no reason to fight anymore, and thus they united and became a trading organisation.

Nah, I think Chr2's theory is correct, they are Southsea Freebooters who decided to become a trading organization.
