Sean's House is actually not in the City. Terodin closed the portal after he came back through. So there is no threat to the City unless another Mage opens a portal..

Oh you mean like the slaughter of the Black Sun cult? And also Ants Talon company is doing their job too. Most of the wizards are hiding outside of Falmir anyway.
