Dude, you dont have territories, you have only your headquearters in Mac'Aree(how the heck can they not know where they are) and small bases for future war in some places in Argus. Dreadlords know about Protectorate and are almost sure about its purpose, but they arent in war with you yet, because attacking you could be really dangerous and they dont want to make hippies think that they are evil, they want you to make the first strike.

And the dreadlord Xegranth the Burning followed the Eredar Druid - Only Xegranth knows about it, but he's evil and may tell the other Argus-dreadlords. And well, it was just a rumour (And I needed a reason to why there was no soldier-models)...

I never said that. They stand in Mac'Aree, capital of hippies, how the heck can they be secret? Instead, being public is their protection, Legion has to wait for their move. But that doesnt mean they reveal their goals to hippies.

But Legion doesnt know about most small bases.

Well you see if they attacked they would lose control over hippies and would need to reveal that they are evil.

Thats why they cannot attack a public organization, but they keep secret from hippies their true goal to cleanse Argus.
