This is just another Template, this time a city, in which several stories can unfold.
The Military Base is in the middle-east, the airport in the middle west, the park in the north-west and an industrial area in the northeast.
Also in the far north-east there is a seperated area, which can be used e.g. for cinematics, the big boss and so on.

There is no height variation, there are nearly no doodads.
The only thing you did is create a few regions with another tile, all the rest is up to the creator of the map.
I think anyone could come up with this in no-time, it's pretty useless and doesn't look good.
