Most modern smart phones let you turn off specific communication modules in the settings such as blutooth, wifi and the mobile communications. Turning them all off will by definition stop all communication related radiation being emitted from the phone. The phone will still emit some radiation but so does every electrically powered device due to how electricity works. This is not airplane mode.
Cellular radio signals can only be turned off using Airplane Mode (if I am not missing anything). Otherwise, your phone will automatically communicate with the towers all the time, and you won't see it. But calls, SMS, etc. will still be able to reach you. Same thing is with WIFI - your phone scans for nearby WIFI hotspots even with WIFI turned off.
So no, simply turning off the icons at the top isn't enough. And cellular communications cannot be turned on/off at all asides from using Airplane Mode.

Normal exposure level? Even now, with 4G, we are having very high exposure levels every day. Every single phone within our vicinity constantly communicating with the towers, not to mention all the wifi devices, GPS signals, etc.
And one of the promises of 5G is to be bigger than that. Not only is there talk about "smart cities", but the nature of 5G requires this, because of that same "poor reception" that you mentioned before: (quote from one of the previous sources)

The microwaves used by high frequency 5G should be absorbed mostly by your dead skin cells. If the radiation level is too high you would feel pain in your skin before any damage occurs to underlying tissues.

Not true, as shown above. The symptoms of radiation poisoning can be very similar to common illnesses (like cold), or food poisoning. We are not talking about Chernobyl levels of radiation here, but radiation that is very harmful still (especially long-term, what with increased risk of cancer).
