There would be none because it has been long removed and replaced with a new type of title called as Merit Badge holders which works like User of the Year but this award can be leveled up by each year you are being the holder of it or voted for it.
But if you are asking if there is a votation right NOW, sadly, none yet.

Merit Badge and User of the Year are different silly!
User of the Year is held once a year and a user can only obtain it once.
Merit Badge is held every six months and a user can obtain it many times.Everytime the user is awarded, his merit badge will "level-up"
Speaking of Merit Badge, it is past six months now.
