hey whenever i place a unit ( a building in particularly) but also ne unit it doesn't face the way i want it too. Do i have to use a initilization trigger to do that or is there a way. EX. im setting down a town hall, is there a way to rotate it before i place it? or even rotate it placed

One can in fact, rotate buildings (to some degree and with only limited success).
  1. Place a building on the map.
  2. Access its Object Editor field: Stats - Is a Building
  3. Set that field value to : False
  4. Rotate the building as if it were a doodad.
  5. Reset the field: Stats - Is a Building to True

Notes:
  • Complications will occur if multiple buildings are so rotated.
  • Buildings created during the game may not be rotated.

Can't you set the rotation in the editor? You won't be able to change each one, they will all face the same way still. Wolverbid gave you the best answer.
