you could do it fairly simply with in game mechanics I think (I'm a little rusty and may be overestimating the flexibility of these abilities) - use a global (giant radius) scroll of haste as the base (or a speed aura from TC or DK). then for any unit that has the buff add a version of immolation with smaller radius. this will do it in a basic way but won't have scaling by str. you could also do that and trigger the damage. I don't remember the best way to go about that. but this should get you started...
