Slow a unit while it's being fired upon

I'm making a TW map, and I'm a bit noobish when it comes to spells/attacks/etc. (but extremely competent with triggers).

I'm trying to make a water tower that will slow a unit when it's being blasted by a stream of water, but as soon as that water stops, it speeds back up again.

You could add a modified version of the spell Frost Attack with a much shorter duration to your tower, and then you can change the slowing effect of the frost in the Gameplay Consants, under "Spells - Frost Movement Speed Reduction". It should provide the effect you are looking for.

I've got a test map that I was playing with saved if you need it. Also, you may need to change the minimum movement speed in the Gamplay constants to notice a difference. I think it's "Movement - Minimum Movement Speed" or something very close to that.

the only problem with frost attack is it is global; all spells that use it are stuck to the one value. if you want something that scales use poison.
