A dying unit is already giving XP to nearby heroes depending on his point-value if I'm not wrong. You could either change the earnt XP constants values and/or the units point-values.
You can also manually add/remove/set XP for a hero with a trigger, same goes for gold. What have you been trying so far?

You can read the unit’s gold bounty fields with a trigger (read unit integer field action) and from there generate a bounty amount to manually give each other player.
