Are you saying you want an ammunition system? When a unit gets the new ammunition you simply add charges to the ammunition. When you run out, check that item's ammo and see if he has any. If he doesn't, have him either treat them as an ally, or have an attack trigger make him stop
 
maybe you could give the unit a buff thats like 100% chance to miss? or replace it with a unit with no attack? maybe theres a trigger that disables an attack or something... just some ideas

PS dont use order unit to stop because if u click fast enough u can get past that trigger before it runs again lol... ive tried before
 
u can change the silence into a attack disabling ability, but its an aoe spell... so... ya
