I will reject this skin as well, and if I see another recolour, I'll be giving you an infraction.

I can't tell how much of this is freehanded, and how much is recolored. Note, that you will need at least 75% freehand for approval (unless it looks really good and is really useful, which this isn't). Besides, it also seems to lack lots of shading and a few highlights.

Free-hand is basically the method of drawing your skin from scratch in Photoshop or any another image editor :)

Re-colouring is when you just take an existing skin, and use filters to make it look like a different colour. Much like the skin you have uploaded. THW unfortunately doesn't accept such skins :)

In order to be accepted, your skin needs to be at least 75% your own free-hand work. For example, see one of my skins below:

You'll notice lots of the areas are custom made, however, the face is a simple re-colour. However, this is ok as the other 75% is my own free-hand work :) As a better example of the sort of quality you want to work towards as your first skin, heres a picture of my first ever accepted skin:

If your new to skinning and want to get involved, I can totally recommend Mr. Goblin's Texturing Tutorial which will show you step by step how to make skins from scratch :) Don't expect your first skin to be perfect first time, I've had my fair share of skins rejected while I was learning o_O
