Ribbon Making Program?

Is there something like allows you to make ribbons easilly? The ribbons I mean are the independent ribbons, where they are in an mdx / mdl format and you just need to attach them. Like a program that would, stretch, recolor, widen, lengthen, etc. a ribbon.

you could make them with magos model editor: http://magos.thejefffiles.com/War3ModelEditor/

You could open for example the phoenix missile you can change what you want with the noode editor which you can find under windows->node editor
