Is he controled by AI?

If so, after ordering it to attack any unit, there will be a bref delay before computer will actually calculate changing the order to something else. It depends on what spells is he able to cast, how many and what enemies are around, if there are allies nearby, is his hp low, mana state etc.

If you won't spam order-attack, sure he will cast spells. Although some kind of spells are casted by AI only if there are proper circumstances, like: AI casts AoE spells only when 3 or more enemies are around. As I see it's boss fight, so it's best to trigger the Order-cast spell actions by yourself.

The same way you order the unit to attack a widget (what you are doing now).

Just send the write order string or order id to the unit with an appropiate target.

Be aware that because GUI is retarded it will list default melee spells as orders. This is a lie as it is issuing the appropiate order string for those abilities nothing at all to do with the actual abilities listed. As such, sending an order for a Tauren Chieftain - Shockwave will work for any ability that uses that order string (such as abilities based on any shockwave).
