Player Team Help

Im making a new map called Counter-Strike, ok, i have two teams, counters & terrorists, when map starts , id liek to show to terrorist group a dialog (With buttoms) and show to counters team another dialog, how can i do that?
plz , its very important
ive tried to set counter race =human , terrorist race= elves, and the condition is:
race of (configurer)= 'race', but it doesnt run, HELP
