the blp files aren't empty, they are splitted in multiple files, because the mipmaps (different zooms for better quality) aren't inside the blp file.
Use this little pack i made. Copy the three files into the folder where the blps are together with their .b01 .b02 files and so on and doubble click the converter.bat, this will convert the blps and then convert them to tga, that you can easily view them with irfan view. http://rapidshare.com/files/297374775/Conversion.rar

I'll now give you a guide how to install the game and use the textures (or most of them, the interface textures are buggy).
1.Extract all files from the rar archives to a folder.
2.Mount the Beta image with a program like virtual clone drive or daemon tools.
3. Start the installer that you extracted from the archives.
4. Install the game with the installer
5. Run the patch w3b_103.exe
6. Put the War3BetaCrack.exe into the warcraft 3 beta folder
7. Now you can play it.
8. To use the textures, extract them from the mpq files in the warcraft 3 beta folder, not the setup.mpq from the rar files.
9. do what i tried to describe with the posts above.
