For barrage, you could create like a Fan of Knives with no damage that creates a dummy which shoots arrows. For the Drunken Brawler, you could add item abilities with the Critical and Evasion to the caster, then after a duration, remove them
For a duration-based Drunken Brawler, I'd make it a morph skill with a timer. The morphed unit would have whatever special traits you want the unit to gain.
But no, strictly speaking, there's no way to just convert a passive ability to an active one.
