Night Elf Custom Hero taking two tier levels when trained first?

I have made a custom melee-style map where there are 12 custom heroes (3 for each race). For one hero only on Night Elf, based on Demon Hunter, it seems to do this weird behavior and I can't tell what I have missed.

For this one hero, if I train it as first hero from Alter of Elders it immediately sets the Techtree requirement for any other hero I want to train next to 'Tree of Eterniity' (tier 3), so it skips the Tree of Ages requirement for all other heroes in the alter, including the standard NE heroes too. If I upgrade to tier 3 I can train my second hero but then I am prevented from training any more (so max 2 heroes).

If I train any of the other custom heroes first, this is not an issue, the techtree dependencies go through normal Tree of Ages (tier 2) > Tree of Eternity (tier 3) and I can get all 3 heroes.

I have added this hero and all others to the Advanced > Gamplay Constants > Techtree - Dependency Equivalents - Hero. Everything works as expected for these heroes except for one.

What can I be missing or what is different for this one custom hero based on Demon Hunter? All my other heroes and other races work fine.

maybe has to do with the game data for his transformed form - which is data that a unit based off of a demon hunter may still have saved somewhere.
Ah that is interesting, that would explain why it is different from other hero units. sigh I guess I'll have to remake it!
