The roots are not part of the model, but rather an ubersplat specified separately in the object editor. There are no ways to scale the splat inside the object editor.
I do not think there is any way to scale ubersplats other than importing resized blp files.

Use the Moon Well ground texture. There is no smaller than that, so even smaller buildings (The moonwell itself) won't have any fitting textures in smaller size.
