[JASS] Need help explainign wat this jass line means

wat does it do? wat does it mean? how can i use it?

It sets a terrain type at the center of the map if -ground [something] is typed. I'm not sure what the weird codes at the end mean.

0x3B9ACA00 is a hexadecimal number equal to 1 000 000 000.

k its for changing the terrain but how do i ctrl it?

You type the terraintype rawcode and it sets the map to that type.

For example Nice would change the terrain type to Northrend Ice, and Ldrt to Lordaeron Summer Dirt.
