moving and attacking at the same time?

how can i make a system such as.. battle tanks? you move and also attack at the same time.

what i want to make is a giant monster that has a tower on the top of it that shoots arrows while it move, and also melee attack, but the both attacks at the same time, or just attack with arrows but can't melee since it moves.

Erm. Give it a spell based on Phoenix Fire and modify the projectiles and stuff.
