Maximum Players on Map

Hello guys i have a question here regarding to the maximum players on a map. How can i increase it? We all know the maximum players in a normal melee map is 12 but is thier a way to increase the number of players in a map?

Patch 1.29 increased the maximum players to 24. Other than that, I suppose you can take advantage of Neutral Passive/Victim/Extra/Hostile.

So, lower version of 1.29 only has a maximum player of 12 right?
