Is it possible to apply a similar cap to all enemy units, not only creeps?

Of course you can. Just change "Stat - Level" to level lower than the maximum creep level you chose in the spell. Plus, remove Spell Immunity from "Abilities - Default Active Ability" from them if you want to charm even strongest units.
