Lower scenario options will not pop up

I have a map that I have been working on for quite some time now and I need to change the scenario options. Like player forces and such. Problem is I click one of the options and the thing just stops responding. I can leave it there for an hour and it does nothing. I think it has to do will all the custom upgrades I have. I have twelve upgrades that all have 100 levels, originally they had 255 but I thought going to the normal cap might fix the problem.

Why won't my options load?

Did you try to delete the custom upgrades ?
If it works after deleting you know whats the problem

You can go back anytime so why not try ?
