i realise this is a secret, because he is included with all the others, but i would like to know.

I have certainly heard of LOAP but I don't know the existence of the version you're talking about. I don't think anybody else would know what you're talking about.

If you really want to know how to get him, just open the map (if it's not protected of course) and take a look at the triggers. That might help.

It's near the middle left of the area. The four places form a perfect sqaure, right? Near the middle is an invisible dealer. Just keep clicking around.
