In Map Initialization there's an action that limits heroes. If by any chance you can train more than one type of hero, use the action that limits a player from training a certain unit type. I think it's in Player actions.
Use Food limits. Make each hero cost, say, 10 food, then make a unit you start of with (prolly a building that is invulnerable) produce 10 food.
