I believe the ID for the Move ability is 'Amov', is it not? When I use IssuePointOrderById()(?), it does not seem to work. Does anyone have a clue why?

'Amov' is the movement ability id, not order id. You can issue the move order with IssuePointOrder and "move" as order argument.

Because you are using IssuePointOrderById
Use this call:
call IssuePointOrderById(yourunit,851986,locationx,locationy)
or
call IssurePointOrderById(yourunit,OrderId("move"),locationx,locationy)
