All you need is to be good at working with photoshop/gimp and make a texture for your interface. The interface consists of many textures so I'd suggest taking the original warrcraft 3 interface textures and working and changing whatever you want on them, because textures need to be the same size as the war3 ones. Just a note for Human/Orc/Ud/bla bla blaUITIle4.blp - needs to be resized but then again if you reach that part you will be helped with UI Tile 4. Cause I'm pretty sure you have no idea what I'm talking about atm.
