To manually edit the file yourself you could use Warcraft 3 Viewer to:
  1. Extract and convert the file: ReplacableTextures\CommandButtonsDisabled\DISPASBTNShadeTrueSight.blp into a .bmp .jpg or .tga.
  2. Edit the converted image file with your image editing software to add the standard WCIII icon border. [old tutorial here]
  3. Re-convert the file back into a .blp.
  4. Rename the file, import it into your map and path as normal.

You use the ICON_TEMPLATE_STARTER, AUTOCAST_ICON_TEMPLATE_STARTER and Icon Layer for Photoshop to assist your in icon creation.

Also, BlackDoom's WC3IR program can perform a variety of operations related to icon creation and editing.
