How to reduce a wav n mp3 file?

Is there anyone here that knows how to reduce wav and mp3 files, or know a tool that can do it, or can make a tool that can do it? I really appreciate it because I just wanna try fitting custom music and wavs smaller(for example: 1 mb mp3).

Search in web for simple audio programs, all you need is to reduce file's bitrate (loss quality -> smaller size).
