It's impossible to say something reasoned from the picture alone, without looking at map. Like for example the timeout value, that was mentioned. Also, I'm still unsure if triggers are involved.
So you mean only the buff, and no graphical effect? I think you can't change the time interval where buffs gets updated - it's the same with units that gets buffed in range of an other unit, it doesn't act instantly, but takes like 1-2 seconds. But:
the condition for extra damage might check for items in inventory instead of checking buff/ability-level
when item is dropped you can per trigger remove the respctive buff from triggering unit (cleaner solution)
