How to make ART terrain??

Hi,i am new at terrain and i was wondering what is ART terrain and how can i make one?
What do i need to create a ART terrain....

firstly is UTM needed for quality doodads and such. (Ultimate Terraining Map)
secondly a good knowledge of what looks good.
thirdly time to try stuff and look how it is looking.
