How do I get custom units to show in palette?

Basically the title. I made hero's and units through the custom data tab of the campaign editor. Is that not the correct place? They never show up. Only to place into buildings, but then the buildings are still the vanilla ones when I test the map. I watched youtube videos and everything, they're units are just there when they go to custom tab on palette. Mine are not.

Please help, quite frustrating that no one has a solution anywhere I look.

Edit: After like 4 hours of looking and then posting this. I found the answer. Campaign manager is NOT the correct area, youtubers i watched must have been on old versions of the editor to where i didn't notice.
