[Need Info] how can i create custom build systems

The problem is people do not understand what you mean by "custom build systems" as that term is very ambiguous.

StarCraft II has 3 basic construction methods.
Protoss Warp-In, this is basically Undead from WC3.
Zerg Mutate, this is basically Night Elf Ancient from WC3.
Terran Build, this is basically a more pretty version of Human Build from WC3 where the workers move around inside the plot instead of hammering from the edge.

From these with a few modifications you can get the following.
Omni-Warp-In, a Protoss Warp-In done with unlimited start range. This means you could use a central building to do all the construction within an area in Command and Conquer style.
Non-sacrificing Zerg Mutate, the builder is not lost by construction. This gives you Orc and Night Elf non-Ancient construction from WC3.
Simplified Terran Build, the builder does not have a move pattern to construct the building. This gives you Human Build from WC3.
Terran Build Assist, many builders can build a structure with a penalty. This is the other part of Human Build from WC3 and is not standard to SC2 but was shown in WoL campaign.
Channelling Protoss Warp, not sure if possible but should only allow 1 building to be warped-in at any given time. I think the Atlantians from Universe at War (or whatever that fail RTS was) did this.

These are just some examples of variations. There is also the possibility of building but not building. This is when you finish the structure instantly but it is disabled (in construction) until certain things are completed. This could be feeding it a certain number of workers (which are removed) as an example.
