How can I change the buffs from Ensare and Frost Arrow?

Go to Object Editor, and select Buff tab.
Find Frost Arrow buff (Neutral - Heroes)
Change whatever you like

I don't really know what you want to achieve as you can change buff of an ability and you can change the properties of buff. Which one is it?

Some might be hardcoded, I recall having the same problem with Berserk.

I think that most Frost-themed spells that slow a unit's attack and movement speed are hard-coded to use the same debuff and slow by the same amount. You can change that debuff in the object editor (Buffs section) but not for each spell individually.

You can edit the properties of the slow effect of Frost spells from the Gameplay Constants, though again, it will change the slow values for all such spells.

Well you can try this way. I've done this with slow poison, the dryads passive slow and it worked. You create a new ability based on the ability you want to modify. Then you create a new buff based on the original buff of the ability you created.
Now change the buff in the buff section, like visual effects, or icon and tooltip. Then modify the ability data section to the values you want and after add the new buff you created to the buff's ability section. It worked for me with slow poison. Didn't tryed with ensnare.

here is a example map, the buff in changed to the web one's. I think that the process must be followed step by step, altought it doeasnt work. Hope i helped. :)
