Gimp
Adobe photoshop( any vers )

i agree photoshope is the best for me .

id say photo shop is easy for people to learn.

But photoshop 7's layout and general program orientation I heard is alot more skinning friendly

Using photoshop cs2 rather than photoshop 2 is probably the smart thing to do.
