I think when you make the alliance, you can set that. I'm not sure of how it would be done if you set alliances before the game starts, since I can't find it in game constants.
I think this might do it:
Untitled Trigger 001
Events
Map initialization
Conditions
Actions
Player - For Player 1 (Red), turn Shared vision On toward Player 2 (Blue)
and do that for the players you wish to have alliance for.
