Maybe he named it for the ability in IID. It looks like a "Blinding Flash".

It is named after a spell it was made for. And it's colorset is made to fit a hero in IID.

Anyway, it seems simple but miraculously useful for sort of things. There are many possibilities for this to be used such as for flashlight's light (kind of awkward naming it like that), spells, special effects and such.
