You know, given they are now on the endangered species list like the High Elves and Blood Elves, certain Gnomes who don't "add-up" to being "real" Gnomes such as Lazlo Grindwidget from WarCraft: Legends Volume 1 could easily take up this role, and I'm not kidding.
Their short stature makes them ideal workers for gardening, farming maintenance, yard waste management, and working for people with physical disabilities such as a bad back. I could easily include this approach in my alternate universe.
And, of course, humor the on-goers such as the City Guard.
