Flashing/Moving avatars... how do I make them?

I was wondering something hmm...
Many people have avatars or signatures that consist out of a series of pictures that are shown in a certain interval to make it appear as some small repeating movie... I think everyone knows what I'm talking about... but...

How do I call this?

And how can I make this?

Guess it's not hard haha, but I don't know anything about it.;-)

You mean .gif(s)
You basically put different layers of images on top of each other in a certain order and then save the image as a .gif and set the interval timer. (Easy to do so in gimp)

yeah I suggest GIMP.

though I think you can make one in Powerpoint though. I really don't remember.
