Those guidelines detail the criteria under which icons are accepted or rejected at The Hive Workshop. Therefore, if the icons are not original creations (or are directly exported from other games like FF or NWN) they would not be approved.
 
It's my hope that users who find that they need such icons will create them freehand and then submit them to our resource section.

The acceptance of icons for which no item or unit exists is very problematic. However, icons that depict abilities or upgrades are far likelier to be approved (providing that they meet all the other requirements outlined in THW's icon submission rules).
 
Thanks to emulators, you can easily port your icons your self via screenshots, resizing and exporting. But we will not tell you exactly what you need since it is highly illegal as far as rules go but if you know how to make icons you should be able to do it your self with no problem, so I recomend reading the various tutorials we have first.
