Enemy cast custom spell

How do you make a enemy (something that is not player controled like a boss) cast a custom made spell I cant find the trigger for it (I may just have missed something but I have searched many times) PLZ HELP!

Unit - Issue an order targeting a unit/point/with no target.
The spell must be based off exactly the spell that is given, e.g.
for the action
Unit - Issue (your unit) to Orc Shaman - Bloodlust (target unit), you need to base the spell off Shaman's in the Orcs' spells, not the Bloodlust you will find in the Neutral list.
