Editing .dds team color part

I want to change color of the part of .dds that is Team Color.

Using the Scissors in Gimp or Magnet in Photoshop I can't change color of team color by using 'Hue/Saturation'.
But I can change any part of texture except the Team Color.

Why is that? How to change it?

Can you explain what you mean by change the colour of the TC? In game the TC sections will be set to whatever colour of TC that the unit belongs to.
