If I remember correctly that episode or whatever you should call it got an Oscar for being such an über Anti-Nazi.

Yes, I can clearly see how it got an oscar, considering its wonderful open mindedness in the portrayal of japanese people as flag waving yellow skinned slit eyed widely grinning nazis.

properganda is very important in a war. its not so much stooping down to their level, its what is done by most nations in a war to keep moral high. it also usually includes making the opposition look bad.

propaganda* morale*

anyhow, yes, it's used at times of war almost always, but that still doesn't mean it's good. it's still stooping down to, say, north korea's level by giving them the conclusion instead of the facts. it's the equivalent to brain washing, except they work to make it look justified.
