Custom layouts?

I was checking the new diablo 3 warcraft screenshots *gona play it tomorow,how awsome does that look!* and they made it so it has a custom layout instead of the humans or the elves with the leafs as the border near the minimap and stuff. If anyone could explain this to me, cause i think i have an idea of how it could be done but im not exactly sure. Plz reply with answer?! :S
And yes i did search but i dont think i searched well because im not sure what to call it... skins? layout? And i think we should have a tutorial for this if we dont already cause layouts like that give the game a new expierence to the players.
