To change the color of water:

Scenario>Map Options>Check 'Use Water Tinting Color' and select the color you want.

Note: this changes the color of ALL the water on the map.

Well I'm almost positive it's impossible to change a section of water to a different color, changing the color of the water does so for the whole map.. You can localize the color change to a single player, if that's what you want?

The only way to locally change the color of water is to modify the color values on a simple model (I know this is pretty vague but I saw it somewhere) and place it all over your area of water..

Aren't you confused with DOTA? It changes the middle water color, but also changes the other water colors, but since there is just another spot beside the middle one, you may think it only color the middle water.
